In one of his first official acts after taking office, President Donald Trump has directed federal agencies to suspend, withdraw and delay regulations depending on where they are in the rulemaking process. The memorandum from the administration halts any regulation or rulemaking from being sent to the Federal Register until it has been approved by the Trump Administration, withdraws regulations that have not been published in the Federal Register, and requests a 60-day postponement of regulations that have been published, but not yet taken effect. The “freeze” does not apply to any regulations that are in response to statutory or judicial deadlines and excludes any regulations that would address emergency situations or other urgent circumstances relating to health, safety, financial, or national security matters.
